DRC’s ARSP and ARTPC Sign Strategic Partnership to Strengthen Regulatory Collaboration

A strategic partnership has been established between two key regulatory bodies in the Democratic Republic of Congo (DRC): the Regulatory Authority for Subcontracting in the Private Sector (ARSP) and the Regulatory Authority for Posts and Telecommunications of Congo (ARTPC).

The two institutions signed a memorandum of understanding (MoU) on Tuesday, May 20, 2025, in Kinshasa, aimed at enhancing their cooperation and regulatory coordination.

This agreement marks the outcome of a joint effort to create a structured framework for information exchange, experience sharing, and capacity building between the two authorities.

“I speak today at the signing of this memorandum of understanding between our institution, ARSP, and ARTPC.

This modern initiative reflects a process jointly developed and driven by both organizations to establish a permanent collaboration framework,” said Miguel Kashal Katemb, Director General of ARSP, during the ceremony.

The partnership seeks to improve the effectiveness of each institution’s regulatory functions by fostering collaboration in areas such as governance, innovation, regulatory compliance, and the digitalization of economic activities.

By joining forces, ARSP and ARTPC aim to modernize and strengthen the DRC’s regulatory landscape, promoting transparency, efficiency, and a more adaptive approach to the evolving needs of the private sector and the digital economy.
